Tree Service Contractor Insurance in California (D-49 and C-49)

Asena Capital Insurance Services — California-licensed insurance brokerage serving contractors statewide. Phone: (858) 925-9555. Email: info@asenainsurance.com.

Quick answer: California C-61/D-49 Tree Service contractors must carry workers' compensation now, even with no employees — CSLB does not allow them to file an exemption. C-49 Tree and Palm contractors need it as soon as they hire, and every active license needs it from January 1, 2028. They also need the $25,000 license bond. Asena quotes general liability for tree trimming and removal through several markets; workers' comp for tree work is written by few markets, so call us to review options.

D-49 Tree Service contractors in California — CSLB numbers

CSLB lists 2,467 active licenses with the D-49 classification (CSLB license file, September 2026). The most are in Los Angeles, San Diego and Orange counties. Many also hold a C-27 Landscaping license (650).

What CSLB requires

  • Every active license needs the $25,000 CSLB contractor license bond. LLC licenses also need a $100,000 employee/worker bond and $1M–$5M of liability insurance.
  • Workers' comp: required NOW for every active C-61/D-49 Tree Service license, with or without employees (Business and Professions Code §7125). From January 1, 2028 it is required for every active license.

California contractors can review workers’ compensation, general liability, commercial auto, contractor license bonds, BOP, builder’s risk, professional liability, inland marine, and certificate requests. Coverage availability, limits, terms, and pricing depend on the business, operations, contracts, claims, vehicles, payroll, and carrier or surety underwriting. Use the coverage pages, trade guides, California service-area pages, and quote paths above to start a fact-specific review with Asena Capital Insurance Services.

A useful California contractor insurance review starts with the actual work, license classification, entity, employees, payroll, subcontractors, vehicles, tools, equipment, locations, contracts, prior coverage, and claims history. General Liability is commonly reviewed for third-party bodily injury, property damage, completed operations, certificates, and contract requirements. Workers’ Compensation questions depend on employee status, duties, payroll, ownership, current California requirements, and the records kept with the policy. Commercial Auto review can include business-owned vehicles, hired or non-owned use, drivers, garaging, radius, trailers, tools, and materials. A contractor license bond is separate from liability and workers’ compensation. Builder’s risk, inland marine, tools and equipment, professional liability, pollution, umbrella or excess, and bond options may be relevant to particular operations or contracts. Certificates summarize policy information and do not change policy terms or guarantee an endorsement. Availability, eligibility, limits, pricing, effective dates, and binding authority remain subject to complete information, carrier appetite, policy language, and underwriting. Contractors should verify licensing and regulatory information with official California sources such as CSLB and the Division of Workers’ Compensation, and use Asena’s coverage pages and quote paths to organize a fact-specific review.
