The deadline comes first

To contest a CSLB citation you must ask in writing within 15 days of service. Business and Professions Code 7099.3 refers to 15 working days, but the newer section 7099.8 says 15 days — so treat it as 15 calendar days. If you miss it, the citation becomes a final order that cannot be reviewed (the registrar can extend the time only for cause).

Your two options

• Informal citation conference — request it in writing within 15 days. CSLB holds it within 60 days and mails a decision (affirmed, modified or dismissed) within 10 days. If you still disagree, you have 30 days to request a formal hearing.
• Formal administrative hearing — before an administrative law judge under the Administrative Procedure Act. You can request it directly, instead of a conference.

Accusations are different

If CSLB files an accusation to suspend or revoke your license, you must file a Notice of Defense within 15 days of service (Government Code 11506). If you don't, you waive your right to a hearing. Settlement conferences are often possible before a hearing.

Practical steps

• Write down the date you were served.
• Read exactly which violations are cited and what correction is ordered.
• Collect contracts, change orders, permits, payment records, photos and your insurance certificates.
• If the citation involves workers' comp, pull your policy history and exemption filings.
• Consider a licensed attorney for accusations or large penalties.
